We are currently preparing for the arrival of the 2009 NHSFR – and the community cannot wait to greet you and your contestants.  We realize there are some concerns at the moment and wanted to address them now – in hopes to avoid a contestant arriving without the proper documentation.

We were informed today by the Veterinarian for the State of New Mexico that ANY horse that is from the states of Texas and New Mexico must have their valid Veterinarian Health Inspection completed within 7 days of the NHSFR.  The requirement used to be 30 days. 

We have called all the contestants that we have stall reservation forms for – however, please pass this information on to your contestants in case there is someone that was missed or is borrowing a horse from these two states.

All other teams are fine with the inspection being done 30 days prior to the rodeo.

ALL CONTESTANTS MUST PRESENT THE VALID COGGINS TEST (within 12 months) AND THE CURRENT HEALTH INSPECTION PAPERWORK DURING CHECK-IN (30 days for most states/7 days for Texas and New Mexico). 

The New Mexico State Veterinarian will be on grounds to assist with the check-in process, and most likely the New Mexico Brand Inspectors as well.  Any horse without their paperwork will be quarantined immediately.  The NM Veterinarian has also informed us that EVERY horse trailer that arrives on grounds for the NHSFR will be sprayed with a disinfectant (as a proactive precaution).  Upon completing Horse Check-In all trailers will need to proceed to the Horse Trailer Cleanout Location where there trailer will be cleaned out and then sprayed.

As for the vesicular stomatitis virus – each state has its own requirements as to what a contestant needs if they are traveling with a horse and want to take that horse back into their home state.  Please have them check with their own states as to the requirements before attending the NHSFR.  If health certificates need to be issued from New Mexico in order for them to return home they can then request that and the NM State Veterinarian on grounds will provide them with one.

We want to stress to all contestants that New Mexico is NOT under a quarantine.  This is an individual state ruling.  There are currently two cases of the virus in the state of New Mexico and they are more than 400 miles from our rodeo grounds.  It is most unfortunate that the Canadian horses are restricted upon return to Canada.

HOUSING IN FARMINGTON
Farmington did not reserve blocks of rooms for State Associations this year.  I do have a block of 25 rooms reserved at Motel 6.  It has been recently renovated, it has an outdoor pool, wireless is available for a small fee and it is about 5.7 miles from the fairgrounds at 1600 Bloomfield Boulevard, on US 64 at Southside River Road.
Cost of rooms (for a week stay, I have them reserved for check in on July 17th and checkout on July 26th) are at $35.57 per night plus tax, approximately $320 per week.
I have made the reservation in the name of the Wyoming High School Rodeo Association, please contact me if you are interested in one of these rooms, as I have the group number and other information needed.  My deadline to confirm with them is June 28th.
You can try to make reservation on your own if you wish, there are some rooms available in other motels, very limited numbers and range from about $79-$135 per night.
I have not heard about the number of camping spaces we will get yet!


********SILVER STATE INTERNATIONAL RODEO**********

Dates are July 4th – 9th, 2009. (Check by Sat. the 4th)

The SSIR is open to contestants who finished 5th through 10th in every high school rodeo event.  In addition, every contestant who qualifies in an event may choose one (and only one) extra event to compete in, as long as he/she will not be participating in that event at the national finals.  Each state/province may send six qualified contestants in each event, plus ties, and plus the contestants who pick up that event as their extra event.  States may drop to 15th place to fill a team, but may go no further down their list.
Entry deadline is June 26th (postmarked) THEY ARE MAKING ALLOWANCES for Wyoming, since our finals do not conclude until June 28th.  I will fax them the final standings on that date, and contestants wishing to participate in SSIR can fax their entries and make payment arrangements directly to SSIR.

I just wanted to again say "Thank You" to the Wyoming High School Rodeo Association for all of the great years I have had, announcing.  It is going to be very hard for me to walk away from you all....you are all my family!  I know that there will not be a day that goes by that I won't wonder if I made the right decision.  To Troy, Dixie, Glenn, Jimmy, all of the board members, families and contestants...you have made my life so full and for that I thank you. It was in part because of all of you that I made it through my Cancer battle and came out of it with a whole new out look on life. You should all be very proud for all the hard work that you do and the parents and contestant you are all amazing...you will keep the WYHSRA alive and well for many years.  I will be keeping an eye on how you are all doing and I will hope that you will feel free to call or drop me a line and keep me in the loop.  Again God Bless you all!!! WHSRA Rules for the Parents of Contestants
Unfortunately it has been brought to my attention that some parents have been approaching the judges at some rodeo’s and voicing an opinion to them about a call that had been made against their child and attempting to get that call changed or getting the call changed.  This is a violation that can, and should, be penalized with disqualification of the contest in question.

In the current NHSRA rule book, beginning on page 29, under the heading “CONTESTANT DISQUALIFICATIONS”, subheading a. CONDUCT rule #7 on page 31, states;

Any contestants or parents attempting to fix, threaten, bribe, influence, harass or coerce any rodeo official any time between the opening and closing of a rodeo.

        Any contact with a Judge at a rodeo that is in progress shall be done through the event representative or acting representative, the arena director and the contestant at the completion of the event in question, not while the event is in progress as this could lead to the judge missing a call that needed to be made.  Anything other than this approach is grounds for the disqualification of the contestant.  At no time are the parents of any contestant allowed access to the judges while a rodeo is in progress.  The parents of contestants for the most part are spectators first, and advisors second.  They can however instruct their child to approach the event representative and or the arena director to enquire about a particular call that was made.  I also feel that judges should be asked about questionable calls in an appropriate manner and allow them to explain what they saw, but I feel that an active arena director is the person to be asking for those explanations and if they feel that the judge was wrong, document it in detail with what they saw and what the judge said he saw, contact me and I will follow up with the judge.  I am going to say this, 99.999% of the time I will support the judge that makes a call based in the rules, and in his opinion was correct at the time.  It makes no sense to me or to the judges on the list to have every tough call that is made scrutinized so much that they will be hesitant to make any calls at all. 

I also know what it is like to be second guessed by the person at the top and not supported on the decisions that you made in the blink of an eye based on the rules and your position to make the call.  I have often wondered why we try to put judges in the best position to see what is necessary to be seen at every given moment in the arena, when it seems that spectators, parents and other contestants all have a better position from the bleachers, the catch pen or the back of the roping box to make all the calls that are necessary for the contest, perhaps we should put the judges in those same positions, they might not miss as much.

        I know from experience that calls are going to be missed and mistakes made from time to time, and it is incumbent upon me to try to make sure that all of the judges hired by the committees are the best that we can get at any given time, I am working toward that end.  This subject is up for discussion, suggestions and solutions for the future and I will instruct all judges of the new policy and procedure.

CALENDAR FUND RAISER

For the 2008-2009 Rodeo season, the Wyoming High School Rodeo Association Board has voted to make the Calendar Fund Raiser mandatory for all members of the Association.
Each member is required to sell 5 calendars @ $20 each for a total of $100.  The money from the calendar sales will be split as follows:  20% to the scholarship fund, 20% to the student general fund and 60% for travel (to be used for both Silver State & the National finals).
When sending in your membership application, you will need to send in a separate check (this can be a personal check) for $100 to purchase your calendars.  The check will be held until December 1, 2008 to give you time to sell the calendars.  The money you collect from the sale of the calendars will cover the check we are holding.  If you have not sold your calendars by December 1, we will cash your check and you will then own the 5 calendars to do with what you want.  You can fill out the stub and send it in for the drawing or do whatever you want.  The check will not be cashed until December 2, 2008.  
Please remember that the more you sell the better your chances are to win, because when a calendar that you sold wins, you win the same amount!  There are also awards to the top sellers!  You will receive your calendars at the first rodeo (Sheridan).
