BOARD MEETING MINUTES

The February 10, 2008 WYSHRA Board Meeting was called to order by President Glenn Barlow at 9:00 a.m. at the Casper College Ag Room. Members in attendance were:

Dixie Huxtable, Glenn Barlow, Troy Scott, Bruce Keller, Chris Bentley, Bob Musfelt, Monte Hubbard, Terry Miller, Jim Whipp, JD Hamaker, Brenton Moore, Tom Parker, Cinnamon Smith, Trey Barlow, Brittany Bell, Kelsey Scott, Troy Hubbard, Tyler Willis, Chad Hyland, Jordan Thurston, and guests Dee Nettles, Cahill Nettles and Katie Smith.

Board members unable to attend this meeting were Julie Howard, Jennifer Bonham, Kathy Trumbull and Phil Wilson.

Everyone was asked to turn off the cell phones so the focus would be on the meeting.

National Director Report
Currently there are 245 members, Junior class – 73, Senior and Sophomore class each have 60, Freshman – 40 and there are 68 rookies.

Rodeo approvals are in. Cheyenne and Star Valley are both asking for the open weekend June 6 & 7, 2008. There will be a mandatory student meeting at the Gillette rodeo before the Saturday performance to start off the spring season. Newcastle will have a mandatory student meeting to distribute state packets.  Discussion was held regarding renting a room for a 10 am agenda items board meeting in Newcastle. Troy Scott moved to rent a room for a Board Meeting to cover agenda items in Newcastle. Time and place to be determined by Dixie. Bob Musfelt second and motion carried unanimously.

Dixie has not yet received final paper work from Cheyenne or Buffalo for their rodeos. Cheyenne is waiting on decision of board for the open weekend in June.

Mid winter meeting was held in Denver. Dixie attended the budget and finance committee, the youth advisory and Queen committee.

Rule changes were submitted for the point systems, Cutting and vet releases. All were defeated.

Nationals will not be accepting any rules changes for the next 2 yrs. New rule books will be out in 2008 – 2009 with the new rule changes and will not be published again until 2010.

Eligibility requirements have changed. High School Rodeo will follow the sports activity qualifications.  Students must have credits in 4 classes.

Nationals will be sending out synopsis of all rule changes.

Nationals will be held in Farmington New Mexico and the Wrangler Division Finals will be held in Gallup, New Mexico. The National Directors from each state will have full authority to pull back numbers at nationals for any misconduct from participants.

The theme for this year National Finals is “retro” since it is the 60th anniversary. There are advertising spots available for purchase for advertising each state. Cost is $3000 to $4000 for 30 minutes of advertising in 30second spots. Troy Scott has a meeting with the host committee before next meeting and will turn this over to them if they are interested. Kent Sturman at the National office can be contacted regarding this.

Wrangler All Star Team captains are Katie Curtis for the girls and Troy Hubbard for the Boys.

STUDENT REPORT
Brittany Bell reported that there are 305 calendars out to be sold, 195 have been returned with the money and stubs, 62 were sold at the American Legion meeting held in January, and 15 have been donated back to the State.

Students need to sell 514 calendars to break even. Information regarding the calendars is available on the website and a table will be set up at the Gillette rodeo for calendar sales.

LEGION REPORT
Jim Whipp reported that our association was very well represented by the students at the Legion meeting in January. The students attending did an outstanding job. Jim encourages everyone to support the calendar sales.

JUDGES REPORT
Bruce Keller reports that the judges for the state finals have been contacted.

There will be a Judges seminar in Rock Springs March 29 & 30. Cost for the school will be $180. There may be some additional office supplies needing to be purchased. All judges, event directors and rodeo committees are encouraged to attend.

Discussion was held on getting local committees to sponsor seminars in their own towns.

JD Hamaker moved for the state board to fund the cost of the room rental and any other minor costs for the seminar. Troy Scott second. Motion carried unanimously.

QUEEN REPORT
Chris Bentley reports that a job description for the Queen is currently in progress. She is looking for additional funding for the Queen at Nationals. Miss Wyoming Association is sponsoring a Queen clinic to be held in Casper for Queen’s and Queen contestants. 

OLD BUSINESS

  • CODE OF CONDUCT – Discussion tabled from the November 3, 2007 meeting to the February 10, 2008 regarding the Code of Conduct for the WYHSRA was opened up. The Code of Conduct containing the wording “Anytime during the rodeo season” has been used for the current year.  Students and parents are very aware of the wording change. The new wording in the Code of Conduct has been read aloud to the student membership. Discussion was held that the Code of Conduct needs to be changed, if changes are needed, at the beginning of a season not in the middle of a season.

            Troy Scott moved to leave the current Code of Conduct in place for this year. JD         Hamaker second. Motion carried unanimously.

            Nationals Code of Conduct addresses tobacco in the arena at any rodeo.         

            Contestants can and will be disqualified for use of tobacco in any rodeo arena.

  • Discussion on Points tabled from the November 3, 2007 meeting to the February 10, 2008 meeting was opened. Discussion was held regarding limiting the number of entries at State. All around formulas were discussed. Dixie Huxtable, National Director reports States can and will be put on probation for not following the rule book from Nationals regarding these issues.

NEW BUSINESS

  • It was suggested that WYHSRA buy volunteer and spectator insurance from SPI to cover volunteers at the State Finals. All volunteers would be required to sign a waiver releasing the state, local clubs and American Legion from liability. Nationals require a waiver be signed to be covered under their insurance. It was also discussed to encourage local clubs to have the insurance. The National insurance will cover law suit of local and state organizations if in compliance. Judges, pick up men or anyone working in the arena can buy the same insurance the students have for $70. This is the best way to cover the judges, etc. in the arena.
  • Discussion on shirts for board members resulted in JD Hamaker making a motion to have Dixie choose what colors and what is put on the shirts for board members. Troy Scott second the motion. Motion carried unanimously.
  • The Gillette rodeo is still up for approval. Gillette is proposing to have a short go taking the top ten in each go around for the short go. Points will be awarded on each long go and money and prizes to be awarded on short go. Gillette would like to have the Team Roping on Friday night. Troy Scott moved to allow the Team Roping on Friday anytime and to allow the short go. Brenton Moore second the motion. Motion carried unanimously.
  • The American Legion is requiring the American Legion be a signatory on all financial accounts of the WYHSRA. This will require a by-law revision. JD Hamaker moved to revise the by-laws to add the American Legion as signatory on the WYHSRA accounts. Bob Musfelt second. Motion carried unanimously.
  • Since the Nationals jacket sponsor is no longer sponsoring the team jackets a new sponsor needs to be found. Glenn Barlow has been in contact with EnCana regarding sponsorship. It was decided to pursue this sponsorship. Anyone having a sponsor interested it sponsor National team jackets, please let Glenn know in case additional sponsorship is needed...
  • Dixie reported that States are not using the National sponsors enough locally and Nationals is in danger of loosing some sponsorship because of lack of local support. It is important to remember National Sponsors when putting on the local rodeos and the State finals.
  • Discussion was held on joining the Wyoming Horse Council. Troy Scott moved to join the Wyoming Horse Council for $35 membership fee. Brittany Bell second the motion. Motion carried unanimously.
  • Discussion on who to award the open weekend in June resulted in Troy Scott moved to award the open weekend of June 7 & 8 to the Cheyenne club. Star Valley will be given the first option of the next open weekend to become available. Monte Hubbard second the motion. Motion carried unanimously. The concern was adding more rodeos to an already packed schedule. Horses and contestants need a break in a busy season.
  • Board member terms were discussed. Monte Hubbard’s term will expire in 2008 and Brenton Moore’s term will expire in 2008. These are changes to the existing schedule. Troy Scott moved to accept these changes to the current term schedule. Bob Musfelt second the motion. Motion carried unanimously.
  • The Host committee has come up with the theme of “Crosses” for the 2008 Finals Rodeo Banquet.  The crosses are not to have any religious connotations.
  • Aime Murry has been selected as the Goat contractor for the State Finals
  • Audie Rooney has been given a contract for announcing at the finals for $300 and a room. She will also be a queen judge
  • Jill Shrock submitted a bid for music for the performances of $2000 and $600 for the dances plus a camping spot. Troy Scott moved to accept the bid and John Thurston second the motion. Motion carried unanimously.
  • Derrick Barton submitted a bid to announce the State Finals of $1000 plus a room or camping spot as his health will allow. Kelsey Scott moved to accept the bid from Derrick Barton and Cinnamon Smith second the motion. Motion carried unanimously.
  • The platform on the State website has been changed. Judges forms are not being used and we need to be able to post the draw for each rodeo. Discussion was held regarding the hiring of a 3rd party maintaining the website. Dixie Huxtable and Katie Smith have been asked to look into hiring a maintenance person for the website.
  • Someone is needed to take on Silver State for the state of Wyoming. Someone is needed to take entries and make sure Silver State receives them. Entries are for 5th thru 10th placing at the State Finals. Please bring any names of available, willing people to the meeting in Gillette. This person does not have to be on the Board. Silver State date is over the 4th of July possibly in conflict with the Wrangler Division Finals.

ADJOURNMENT
A review of the meeting was held discussing what went well and what could have been better.

The next meeting will be held at the Gillette Rodeo April 5, Saturday night immediately following the Cutting.

Kelsey Scott moved to adjourn the meeting and Brenton Moore second the motion. Motion carried unanimously.
