BOARD MEETING MINUTES

The February 1, 2009 WYSHRA Board Meeting was called to order by President Glenn Barlow at 9:02 a.m.in Casper, WY. Members in attendance were:

Dixie Huxtable, Glenn Barlow, Troy Scott, , Bob Musfelt, Jim Whipps, Kathy Trumbull, JD Hamaker, Tom Parker, Jamie Lyons, John Thurston,  Jo Ann Merritt, Jennifer Bonham, Chris Bentley Cinnamon Smith, Trey Barlow, Crystal Hershey, Megan Starlings, Kade Merritt, Raegan Scott, Taylor Rieniets, John Herman, JR Vezain and Teri Griffin, .Dan Lyons, Dee Nettles, Cahill Nettles, Blake Scott, and Larry Bentley, Nita Rieniets, Tiffany Thurston, Cindy Smith, and Katie Smith. Kris Nelson, Connie Meiers and Lori Robinson.

Jim Whipps lead the Board in the Pledge of Allegiance and opened with prayer.

Minutes
Dixie Huxtable moved to accept the minutes from the previous meeting with the following correction – the correction of the spelling of Kris Nelson’s name, Jim Whipps is not on the Wrangler Division committee and JoAnn Merritt is on the rules committee...  Troy Scott seconded.  Motion carried unanimously.

Treasurers Report
JD Hamaker moved to accept the treasurer’s report.  Troy Scott second.  Motion carried.  Discussion was held regarding financials. It was agreed that a monthly profit and loss would be sent to the treasurer and a full set of financials sent to the board on a quarterly basis.  The fiscal year is 08/01 to 7/31.  All bills need to be submitted in a timely matter in order for a true picture for the financials.

Wrangler Division Committee
Kris Nelson, Lori Robinson, Dixie Huxtable, Tom Parker and Chris Weiss.  No rodeos will be held with the High School rodeos at this time.  There will be a qualifying rodeo in Casper and the finals will be in Moorcroft or Gillette on the High School Rodeo Association’s open weekend.   There are approximately 30-40 members in the Wrangler Division.  The Wrangler Division is working on getting their own financing for the qualifying rodeo and the finals.  There is an advisory committee in place and a checks and balances system to allow the Wrangler Division to continue.  Financials will be reported to Dixie and financials will be included in the WYHSRA books.

Dixie Huxtable moved to support the Wrangler Division to be reviewed annually.  Kathy Trumbull second the motion with the WYHSRA committee recommendation.  Motion carried.

National Director Report – The State Queen Contest cannot be held before the actual State rodeo finals.

2010-11 Wrangler Division finals will be held in Gallup, New Mexico and National High School Rodeo Finals rodeo will be going back to Springfield, IL after Gillette, Wyoming.

A new housing committee is in place for the NHSRA Finals in Farmington.  All teams will be housed together. Pumping will be $25 per pump.

Rules Clarification – Clarification is coming from Nationals for the judge’s seminar.  Rules were not changed.  The interpretations were clarified.  Barrels require a 75’ stop.  The use of an alley for the 75’ makes the alley part of the rodeo arena and subject to all arena rules.

Pull ropes verses barrier – Pull ropes are not part of the barrier and therefore can not cause a fowl.

No assistance may be given to a contestant once livestock is called for.

Any state wanting to send representation in shooting sports must hold a qualifying round.  All qualifiers must be ATA members to shoot at Nationals.

Spring Rodeos – Big Piney and Pinedale have mailed in their paper work for approval of their rodeos.  Cheyenne is not holding a rodeo this year.  They are not able to get an arena.  Dixie has not received any paper work from Sheridan or Casper to date.  Afton has requested to host a rodeo on the open weekend.

JD Hamaker moved to allow Afton the first option to Cheyenne’s weekend.  Kathy Trumbull second.  Discussion followed.  Concerns were with not having an available open weekend.  Vote was called.  5 in favor and 7 opposed.  Motion defeated.

Troy Scott moved to leave an open weekend available for cancellations caused by weather.  JoAnn Merritt second.  Voted called.  8 in favor and 4 opposed.  Motion carried.

Wyoming may have to consider moving state finals up 2 weeks to avoid conflict with National Wrangler Division Finals.

Carhart did not renew sponsorship.  Corral West is now Boot Barn and do not know if the sponsorship is still there.

Nationals is still using the CWE debit card.

There will be a 1:30 am to 5 am no motorized vehicles at National Finals in Farmington this year, Curfew will be strictly enforced.

Animal Welfare – Each state owes a $250 fee to build animal welfare fund to help fight legal issues regarding animal welfare.

Troy Scott moved to donate $250 to the Animal Welfare fund.  Jim Whipps second.  Motion carried unanimously.

Legion Report- Jim Whipps, Jennifer Bonham, Haley Bonham, and Quad Romsa helped sell calendars at the Legion Winter Meeting.  Jim is still working on getting the local posts involved with local clubs.  $3000 in scholarship money is coming to WYHSRA.  Jim is working on some other scholarships also.

Tom Parker moved to use a picture of Cinnamon Smith carrying the American Legion flag for the WYHSRA cover of the Rodeo News.  Jennifer Bonham second.  Motion carried.

Student Report – Megan Starlings and Cinnamon Smith attended Mid Winter in Denver.  They attended workshops and committee meetings. They were able to meet lots of people and made lots of good contacts.  There will not be a dance on Thursday night at Nationals.  This is the night of the Talent show.  Same dress code will apply.  No Prom this year.  Volley Ball will stay on the grounds.  Basketball will not be held at Nationals this year.  There will not be a King contest this year.  Safety checks will require Western Attire.  Voting Delegates are required to stay until the very end of the finals for voting and are required to attend special kid’s rodeo.  College fair for seniors will be held.  Wyoming will carry flags the eighth performance grand entry.  Friday night will be red night and the officer delegates will carry the flags.

Calendar Report given by Katie Smith - $2900 in scholarships from calendar sales.  Calendar account has $30,623.48 as of December 31, 2008 and $31415.09 as of January 31, 2009.  There are 485 calendars left to sell allowing for 97 new members.

Central Entry – Jamie Lyons - There will be a new option for entering posted on the website.

Tori Bonham Fund - There was $4100 given to Tori Bonham from donations.

JUDGES REPORT- Judging Seminars will be held in Casper Feb 6 and 7, 2009 Judges Seminar will be advertised on the website and in publications.

JoAnn Merritt moved to reconsider eliminating the 30 second option passed at the last meeting.  Dixie Huxtable second the motion for discussion. Vote taken, motion fails.

Dixie Huxtable moved the clarification of the 30 second time limit is to be considered a clarification guideline not a ground rule.  Troy Scott second.  Motion withdrawn.

JD Hamaker moves to add the clarification to the rule accepted from November change the language to “may be disqualified instead of will be disqualified”.  Kathy Trumbull second.  Motion carried with 2 opposing votes by Bob Musfelt and JoAnn Merritt.

Youth Advisory Committee- Jennifer Bonham reports the committee is working on a speaker for the Newcastle rodeo.

Jennifer Bonham would like to thank everyone for their support for Tori.

QUEEN REPORT-.Chris Bentley - We are not able to have the Queen contest before the State Contest so the committee is working on plans for State.  The state queen is required to submit a bio and picture at the time of entry to Nationals.  The queen patterns are now switched. #1 is now #2 and #2 is now #1.

Barb Robinson would like to put a scrape book together for the National competition.  She is asking the board to provide a leather cover for the book.  Barb has been asked to bring back a cost to the board before the board approves the project.

DONATIONS, SPONSORS, PUBLIC RELATIONS AND MARKETING – Tim McInerny All awards are in place for the state finals.  Natural Propane will get back to the board.  Board members are asked to help distribute letters for the Brand Fund Raiser.  See Troy or Katie Scott for letters on the Brand Fund Raiser.  All donations need to be run through the Host Committee.

NOMINATING COMMITTEE- Bob Musfelt – applications will be given out at the Gillette rodeo.  Outgoing board members will receive a letter of thanks.

2008 FINALS COMMITTEE – Troy Scott – Jill’s sound has raised her fee by $250 just for sound.  Derrick Barton has asked for $1200 and a room to announce the rodeo and $1500 for sound.  Bobby Jo Heald will receive $400 plus a room.  Kelly Kalkoff will be the photographer.

OLD BUSINESS

  • Silver State conflicts with Wyoming state finals.  Anybody interested in going to Silver State needs to contact Dixie.
  • Dixie has a picture of the National Qualifiers to be given to the jacket donors.
  • Rough Stock School is left pending funding.  Conoco Phillips got $5100 for the school.  A letter has been sent to Frontier Days asking for funding.  Have not received a decision from Frontier Days to date. Frontier Days will help get needed funding.  Cost of school will be based on funding.  Joe Gillis from Big Piney is having a Rough Stock school for kids.  $180 tuition. March 7 & 8.
  • Dixie Huxtable moved to move forward with the Rough Stock School and to allocate the $5100 from Conoco Phillips for safety school. To award scholarships for tuition according to available funding for WYHSRA members only.  JoAnn Merritt second the motion.  Motion carried unanimously.
  • Discussion on Rock Springs holding a top ten night performance.          

NEW BUSINESS

  • Home School students need to test for grade equivalency for the needed grade transcript this spring.  Rule book will be used to start the Fall Rodeos.
  • Rodeo approvals- Gillette is requesting a 2 pm start time on Friday.  Taylor Rieniets moved to start the Gillette rodeo on Friday at 2 p.m.  Trey Barlow second.  Vote called. 5 in favor and 10 opposing.  Motion failed.  Gillette can start anytime they want.

ADJOURNMENT
The next meeting will be held in Gillette. 

Dixie Huxtable moved to adjourn the meeting and Troy Scott second the motion.  Motion carried unanimously.

Meeting Adjourned

After the meeting had been adjourned, it was decided that the Afton/Star Valley rodeo had not been handled correctly.  The following motion was made to correct the previous action. Glenn Barlow moved and Dixie Huxtable seconded to reconsider the original motion.

Vote was taken on whether or not to allow Afton to have the open weekend.  8 no’s and 10 yes votes. Afton will have the open weekend.
