WYSHRA Board of
Directors Meeting
Feb. 7, 2010
Chairman Glenn Barlow called the meeting to order, with a prayer
followed by pledge led by Jim Whipps. The following were in
attendance: Troy Scott, Larry Bentley, Chris Bentley, Taylor
Markel, Raegen Scott, Blake Scott, Paulette Moss, Taylor
Rienietz, Logen Bell, Shana Lyons, Steve Rennelles, Jim Whipps,
Jamie Lyons, Dan Lyons, Randy George, Taylor Kelly, Kacy Townsley,
Ace Thurston, Jessie Sturman, John Thurston, Glenn Barlow, Tashala
Strobeck, Miranda Niehert, Heidi Sturman, Phil Williams, Dixie
Huxtable, and Jennifer Bonham.
Troy made a motion to approve the minutes and Larry seconded it.
Motion carried.
Treasurers Report-
Dixie Huxtable presented the treasures report with balance sheet.
Jim made a motion to approve the report and Steve seconded it.

School for High School sanctioned unteers. Dixie will confirm this

National Directors Report-
We have all the spring approvals in except Big Piney.
Insurance-
The state is paying for a blanket policy for volunteers. Dixie will
confirm this for sure. Anybody can buy the same NHSRA insurance
policy as the kids have which is good for High School sanctioned
events, which includes, going to and from rodeos, practices that are
sanctioned and rodeos. Judges can also get this policy or opt out.
Mid-winter meeting-
National Finals in Gillette are going well and everything is on
track. Dixie got a new job she will be a back up timer in the timed
events arena. Wyo. Will be helping with the goats, this is the last
year. They need goat holders. Queen schedule has changed; the
horsemanship will be back to back. Shooting sports and knowledge
bowl contestants will arrive the same time as the rodeo
contestants. Housing at finals-there will be plenty of camping, but
the hotel we came out 47 out of 47. Two programs that are new are
the coat program- Carroll Leather is now a national sponsor- there
will be a 4 level program- 1) National Qualifiers 2) State Jackets
3) Any member can buy, 4) and Parents. Wyoming West Design has also
become a national sponsor, everything that is sold is a percentage
is donated to nationals. Gists must get the first opportunities for
state buckles. Money raiser- Raffle tickets for the Dodge
Truck, the Weatherby rifle and the hunt are available to sell, for
every ticket that is sold our association gets half. Dixie has been
nominated to sit on national board. Scholarship matching funds-If
we go with Gist they will put a percentage towards the scholarship
fund and the Nationals will match that. This is also the case for
local rodeo clubs that select Gist.
Rules-Barrier rule- If the rope hits the horse or kid that is a
foul, if it hits your rope it is not a foul.
Grades-
For 2010-2011 you have to be passing 70% of your classes. Point
system- We have 2 options to go with- Dixie will put together some
scenarios for next meeting, so we can vote on this in June. State
Finals Host Motel- Holiday Inn has contacted Dixie. They will give
us a block of rooms for $65.00 a night. Troy will look into
other
places also.
There
was much discussion on the shooting sports.
Paulette
Moss gave a presentation on her paper “The Wrangler”. Siri Stevens
was going to give a presentation on the “Rodeo News” but was delayed
due to weather.
Wrangler
Division-
Steve
reported that wrangler division has indicated to him that they are
current with nationals. Larry Bentley has volunteered to be a part
of the wrangler division.
Legion
Report-
Jim gave a report that they are working on a few things to Increase
the scholarship fund. They sold 46 calendars at the mid-winter
meeting.
Student Report-
Raegan gave some information on calendars- The expense of doing the
calendars was $5000.00, which leaves the student account at
27,619.72. She got the NFR tickets confirmed, and the chaps made by
Joe Smith. Troy called to question about the bad checks written.
Dixie confirmed that the association covered those to student
account and is trying to collect the money. Students that have
written bad checks will not be able to enter the first rodeo until
those checks are cleared up.
Central
Entry –
Jamie Lyons has finished the Official spring entry blank. It will be
postmarked by March 27th, two weeks prior to the first
rodeo. Troy made a motion to enter the ribbon roping through the
host committees at the rodeo. Larry seconded it. Motion carried.
Executive
Committee-
Phil Wilson sent a thank-you letter to the board for the coat and
the years he served on this board. A letter also came from National
Association stating that every state must review by-laws and send
them a copy and if there are any changes they need to know. We need
to include wrangler division in our by-laws. Larry Bentley will be
heading up the by-laws committee with Jim Whipps, and Ace Thurston.
Troy
shared that our assoc. filed an extension for

that Troy be the Treasurer. Jim seconded. Motion carried.
Much
discussion on re-writing the by-laws. Dixie will e-mail everyone
the by-laws to go over.
Troy made
a motion to hire CPA Advantage as the hiring firm to handle all
finances to go through them with treasures or selected person’s
approval. Jim seconded the motion. Discussion, Dixie asked to
change the wording to the treasurer or executive board. So the
motion reads hire CPA Advantage as the hiring firm to handle all

board. Motion on floor. Motion carries. Troy also added anybody
that gets bills that need to be paid need to approve them and send
them on to CPA Advantage as soon as possible.
Rockpile
Museum- is putting together something for finals for Gillette this
year and wants history info, pictures or anything like that to help.
Rules and
Judging-
Seminar scheduled on March 13 and 14 at Casper in the Ag building.
Rough
Stock School-
Randy
George reported on the rough stock school in Torrington- The dates
are set for March 13 and 14. T
taxes
until Feb. 16, they used CPA Advantage. They need to get wranglers
books, they need to know when the last American Legions books were
turned in, and the USB account. These were just a few of the
questions the accountant had. Troy talked about her firm possibly
doing the billing and writing checks. She charges $45.00 an hr. The
accountant said it would probably not be over $400.00 a month. She
would do quarterly reports, and run all the financial side of the
business. Somebody would need to come in and approve the bills to
be paid, so we need to approve someone to go in monthly and to do
bills. The suggestion was made to lump all the finances in one
bank!
Dixie
made a mhere was much discussion on this. Troy made a motion for
the availability
of a
school in Riverton or other locations a wk. before or after March 13
and 14. Dixie seconded. Open for discussion. Troy mended his
motion to giving Randy authority to pursue the rough stock school at
a date other than the date we have in Torrington. Randy can run it
through the executive committee for final approval. Dixie called for
question- Larry seconded. Motion carried.
Bull-riding school is the same week-end. There was much discussion.
The students that will be a part of this have to be in good standing
with the association and have their cards. Troy made a motion to
allow Wyoming High School Rodeo members to have the opportunity to
attend the Gillis Bull riding school from the Conoco
Phillips/scholarship fund and the money the board put together for
schools, $100.00 per student to help with expenses. John seconded.
Motion carried.
Brandi
Hall has donated her time for a clinic we need to find a place for
it. They want to have it April 1 and 2 if that works. Troy will
look into the Wagon Hound in Douglas.
Donations
& PR-
Raegan will get in touch with Tim and talk about Buckles.
Host
Committee-
The contract with Host committee in Douglas and stock contractor is
up this year. Dixie made a motion to keep the site in Douglas and
form committee & people from the board to put it on. Larry seconded
it. Motion carried. Troy will head the committee up.
Troy
wants to work on the contracts and proposals and present at the next
meeting. So we can have bids in before the finals of next year.
Derrick
Barton (Bret Favre) will be announcing this year. Kelly’s images
will be given the opportunity
to renew
contract.
Scholarships-
Patty Sue Peterson is getting letters out to businesses and banks.
Etc. All the scholarships have been paid except Cotter Kinghorn.
Nomination-Steve
Renelles reported on the prospects for filling board member
positions.
Queen-
Chris Bentley reported that there will be fundraisers at rodeos.
There is a queen clinic coming up March 19, 20, and 21. Tashala
reported on the rodeos she attended this year to represent High
school rodeo.
Old
Business-
Crisis Fund- was paid out for Ace Thurston.
New
Business-
The contract for Rodeo News is up and there was much discussion on
the “Wrangler” and “Rodeo News”. Kids need to talk about this, it’s
their paper. Tashala will take over the scrap book for our state.
