BOARD MEETING MINUTES
The May 9, 2009
WYSHRA Board Meeting was called to order by President Glenn Barlow
at 7:48 pm. in Newcastle, WY. Members in attendance were:
Dixie Huxtable,
Glenn Barlow, Troy Scott, Jim Whipps, Tom Parker, John Thurston, Jo
Ann Merritt, Jennifer Bonham, JD Romsa, Tim McInerney, Kelsie
McInerney, Shiloh Hadley, Cinnamon Smith, Trey Barlow, Crystal
Hershey, Kade Merritt, Raegan Scott, Taylor Rieniets, John Herman,
JR Vezain and Teri Griffin. Others in attendance Dee Nettles, Cahill
Nettles, Nita Rieniets, Cindy Smith, and Katie Smith. Kurt Kinghorn,
Cotter Kinghorn, Paulette Moss, Tami Campbell, Kathy Lucas, Tony
Nettles, Lessa Belus, Kim Harris, Marla Harris, Cody Tarr, Chance
Madsen, Garrett Lowham, Ace Spratt, Siri Stevens and others.
Jim Whipps lead
the Board in the Pledge of Allegiance and opened with prayer.
Minutes
Troy Scott
moved to accept the minutes from the previous meeting Tim McInerney
seconded. Motion carried unanimously.
Treasurers
Report –Troy Scott moved to accept the treasurer’s report.
Cinnamon Smith seconds the motion. Motion carried
Legion
Report –Jim Whipps reports that the Legion has approved the
submitted by-law changes. Term of directors is now 2 -4 years with
the length of time to be served designated at time of application.
Troy Scott moved to accept the new by-law and JoAnn Merritt second.
Motion carried unanimously,
National Director Report –
We currently have 302 members. All spring approvals are in and
deposits have been paid back to those in compliance.
State packets are
out and are available from Dixie if needed.
If Wyoming is interested in sending representation in the Shooting
Sports, the American Legion will handle the qualification of
participants.
Wyoming Wrangler Division has an outstanding bill from Nationals
last year for extra stalls. If anyone knows who took extra stalls,
please let Dixie know.
Student
Report –Prizes for the calendar sales are as follows:
$500 Cash Award,
AQHA Colt donated by Jim Whipps, Chinks made by Jori Zurcher this
will be in the form of a gift certificate in the amount of $200 to
allow winner to get what they want from Jori, NFR tickets donated by
Hank and Lori Franzen,
Students interested in serving an office, see Cinnamon. Please
submit your recommendations for officers to Cinnamon by June
meeting.
Troy Scott moved new members pay $100 just like the rest of the
membership for calendars. Remaining calendars outside of new
members be sold for $10 each for existing members who have already
sold their $100 worth of calendars. Tim McInerney second. Motion
carried.
Discussion was held regarding the timed events stock. Page 41 of
the rule book states stock will be checked 2 weeks prior to rodeo.
Student directors have the right to object to stock. Discussion
regarding the selection of stock has been tabled to the June
meeting.
CENTRAL
ENTRY - Tabled to June Meeting
JUDGES REPORT- Tabled to June Meeting.
Youth
Advisory Committee- Jennifer Bonham reports the committee is
working on a new activities for State. There will be a Prom at
State. No Senior tea this year at State. There will be a Senior
recognition at performances instead.
DONATIONS,
SPONSORS, PUBLIC RELATIONS AND MARKETING – Tim McInerney All
awards are in place for the state finals. Natural Propane has
committed to $10,000. Committee is having problems getting barrel
covers. Saddles are in Douglas, Buckles have been shipped. The
Wrangler has donated No More Rocks service for the Douglas arena to
be completed for State Finals. A Thank you to Conoco Phillips with
pictures will be sent.
Dennis George has
donated the average Steer Wrestling saddle.
NOMINATING COMMITTEE-
Bob Musfelt has resigned. A new chairman needs to be appointed.
Troy Scott moved to extend the application deadline to May 16. Tim
McInerney seconds the motion. Motion carried unanimously.
2008 FINALS COMMITTEE – Troy Scott – Everything is coming
along for State Finals. Friday will be Armed Forces night. Camo
shirts are available thru Wrangler.
WRANGLER DIVISON- Rodeo’s will be held in Casper, Buffalo with
Finals held in Moorcroft

BUSINESS

Rough Stock
School discussion tabled to next meeting.

Wyoming High
School Rodeo Association is now a 501 C 3.
NEW BUSINESS

Code of
Conduct and By-laws – Tom Parker moved to form a standing
committee to bring recommendations to the Board at the June
meeting. Jennifer Bonham second. Motion carried unanimously.

Committee
will consist of Chairman Tim McInerney. Tom Parker, John
Thurston, Troy Scott, and JoAnn Merritt

Discussion
was held regarding Board Members missing meetings. If you miss
3 consecutive meetings it is grounds for replacement and member
will have to reapply.

Student
Directors follow the same guidelines.

Siri Stevens
addressed the Board thanking them for their support of the
paper. Circulation is at 10,000 papers. Rodeo News has a
format for calendars and would like to be considered for next
year’s publication of calendars.
ADJOURNMENT
The next meeting
will be held in Douglas in June.
Tom Parker moved to adjourn the meeting and Troy Scott second the
motion. Motion carried unanimously.
